In Pressing for the Halting of any Preparations for another round of National Elections in 2027 under the 1999 Constitution and Pushing for the initiation of an immediate Transitioning Process in place of further National Elections, our best weapon and protection from Government Mischief is to adopt the NINAS 5-Point Proposition as the 5-Point Demand of the Peoples of Nigeria for Union Renegotiation and Reconfiguration.

Accordingly, in pressing the Political Parties and Political Merchants to close shop until after the Constitutional Reconstruction of Nigeria, we would simultaneously be pressing upon the Federal Government of Nigeria to:

1. Formally Acknowledge that Nigeria’s Imposed Unitary Constitution occasions the Distress, Dysfunctions and Disputations (Agitations) debilitating Nigeria.
2. Formally Commit to the Wholesale Decommissioning of the 1999 Unitary Constitution in Preparation for Union Reconstruction.
3. Formally Commit to the Suspension of Further National Elections in 2027 under the 1999 Constitution for the purpose first undertaking the Constitutional Reconstruction of Nigeria.
4. Formally Commit to a Two-Stage Constitutional Reconstruction Process in which the Ethnic Constituent Components of Nigeria would at the First Stage and in formations of their choice, distil their Regional Constitutional Drafts, ratified by Referendums and Plebiscites And in the second Stage, (depending on the outcome of Stage-1), Negotiate as Federating Blocs to Distil the Draft of Union Constitution, the default, if this is prevented, being the immediate dissolution of the Union.
5. Formal Announcement of a Timebound Transitioning Process. This process will be facilitated by Prospective Federating Blocs, who will first clarify the Modalities, including Mandate and Membership, Time-Frame and Ancillary Matters.

NOTES:

1. Demands 1-5 above can be covered in one Announcement by the Federal Government of Nigeria just as the 1990 Announcement by President Frederik De Clerk of South Africa did to commence the Decommissioning of the Apartheid Constitutional Order.
2. It is important, that each Field Operative must equip himself or herself with a clean copy of the Guardian Publication of the NINAS Constitutional Force Majeure Proclamation as the full explanation and totality of the Constitutional Reconstruction we seek especially as encapsulated by the 5-Point Proposition contained in the Proclamation. Accordingly, Enquiries relating to the Campaign will be appropriately Channelled to NINAS. 
3. NINAS will provide the Countrywide Coordination that will Synchronize the Campaign for Constitutional Reconstruction into one push to Joint Jailbreak, with each Regional Bloc manning and leading the Campaign in their Space.
